USAFMCOM finance leaders awarded Towson Medallions

With nearly a combined six decades serving Soldiers, Army civilians and their families with exemplary finance and comptroller expertise, two USAFMCOM leaders were recently awarded one of the Army Finance Corps’ major awards. Col. Kevin D. Pierce, U.S. Army Financial Management Command chief of staff, and retired 1st Sgt. Waylon Vinson, USAFMCOM human resources specialist, were awarded the 893rd and 896th awards of the Maj. Gen. Nathan Towson Regimental Medallion during a USAFMCOM town hall at the Maj. Gen. Emmett J. Bean Federal Center in Indianapolis Sept. 4.

OASA FM&C’s Mueller, HQDA G-8’s Middlebrooks recognized with Army Pace Awards

Tabetha Mueller, Office of the Assistant Secretary of the Army for Financial Management and Comptroller Financial Information Management directorate audit data lead, and Maj. First impressions last: PDI reflections from Army’s first-time attendees

Emilie Herold-Webber, Deputy G8 with the U.S. Army 20th Chemical, Biological, Radiological, Nuclear, Explosives Command, made a memorable entrance at the 2024 Society of Defense Financial Management Professional Development Institute in Phoenix. She was leading her group of first-time PDI participants through the convention center when she caught the attention of Hon. Revolutionizing Army Finance at the 2024 SDFM PDI

The 2024 Society of Defense Financial Management Professional Development Institute conference, held in the vibrant city of Phoenix, was a landmark gathering for financial management professionals. The Army Community Day sessions on May 29 provided a comprehensive overview of the current financial landscape and a forecast of what lies ahead. It also served as a platform to acknowledge the remarkable commitment, creativity, and leadership exhibited by individuals and teams with the presentation of the FY 2023 Office of the Assistant Secretary of the Army for Financial Management & Comptroller awards.

Le'iato becomes 43rd FCS commandant

Col. Robert L. Le’iato returned to Fort Jackson to become the 43rd U.S. Army Finance and Comptroller School commandant and Chief of the Finance Corps. Le’iato assumed his new responsibilities when he received the FCS colors from Col. Jason T. Military Pay Operations director receives Towson Medallion

The Maj. Gen. Nathan Towson Regimental Medallion, named after a two-time Army paymaster general from 1819-1821 and 1822-1854, is an award given to Army finance and comptroller Soldiers and civilians who exhibit exceptional achievement or exemplary service. In the case of its most recent recipient, who served both in and out of uniform, both statements apply equally. Susan M. Gillison, U.S. Army Financial Management Command Military Pay Operations director, was awarded the 886th Towson Medallion during an annual Army Military Pay Operations leadership forum at the Maj. A trailblazing U.S. Army colonel took the baton of the Department of Defense’s only financial management command, setting her feet on a solid path laid by her outgoing predecessor. Col. Michelle M. Reformatted TFSU helps shape theaters for finance ops

Transforming to meet the needs of the Army, the U.S. Army Financial Management Command changed the way it prepares Army financial and comptroller units set to deploy. In that effort, USAFMCOM hosted more than sixty Soldiers and federal civilian employees from around the Army and Department of Defense for its semi-annual Theater Finance Support Update at the Maj. Gen. Emmett J. Bean Federal Center in Indianapolis April 30 to May 1.

Morrissette inducted into Army Finance and Comptroller HoF

From Babe Ruth to Michael Jordan; from Neil Armstrong to Sally Ride; and from Chuck Berry to Cher, halls of fame exist across the professions of sports, science, the arts and more to signify those who’ve made enormous impacts on their professions and left enduring legacies for generations to come. This holds true for retired Command Sgt. Maj. Paul L. Morrissette, who was made the third inductee and first noncommissioned officer inductee of the U.S. Army Finance and Comptroller Hall of Fame during a special ceremony at the Soldier Support Institute on Fort Jackson, South Carolina, April 26.

Vietnam War commemoration honors Indiana veterans

A simple message was delivered more than 50 years late, but it was resoundingly well-received by those who deserved to hear it. That message was, “welcome home.” The U.S. Army Financial Management Command welcomed home 15 Indiana Vietnam War-era veterans during a Vietnam War commemoration ceremony at the Maj. Gen. Emmett J. Bean Federal Center in Indianapolis March 25.

Program guarantees military spouse jobs after PCS, builds readiness

Military families face numerous challenges during relocations, and a recent U.S. Army Financial Management Command policy to help them is paying big dividends in the areas of readiness, family support, and employee relations. Promising continuity in career paths, the recent initiative ensures Army Military Pay Office employees who relocate with their service member spouses during permanent changes of station will maintain their positions within the command.

Building for the future: Army unveils $185.9 billion budget proposal

The Army released its fiscal year 2025 presidential budget request of $185.9 billion on Monday, detailing how the service intends to man, train and equip the force into the future. The request includes approximately $3.9 billion for military construction supporting a total of 45 projects across the total Army.

It’s been said the only thing constant in life is change, and that’s true for the Army’s Finance Corps since its inception just two days after the Army’s founding in 1775. Now, as the Army rapidly transforms to meet shifts in threats around the globe, its senior finance, comptroller and sustainment leaders joined nearly 180 other Soldiers and Army civilian employees from around the globe to chart future transformational efforts during the inaugural Finance and Sustainment Symposium at the Maj. Army Financial Management Center activates under USAFMCOM

To meet the pacing challenge of China and the acute threat posed by Russia, U.S. Army leaders directed the most significant reorganization and technical innovation since the end of the Cold War, and key to their plans is financial management and sustainment of Soldiers around the globe. To that end, the U.S. Army Financial Management Center was activated as the 45th Finance Center under the U.S. Army Financial Management Command during a ceremony at the Maj. Gen. Emmett J. Army, Finance Corps celebrate 248 years defending freedom

Older than the nation they defend, the U.S. Army and U.S. Army Finance Corps celebrate their 248th birthday this June. To celebrate their birthdays, the U.S. Army Financial Management Command released a special video featuring Command Sgt. Maj. Joy L. Allen, USAFMCOM senior enlisted advisor.

Finance sergeants major gain insight, discuss initiatives at the Pentagon

The Office of the Assistant Secretary of the Army for Financial Management and Comptroller hosted a three-day symposium for the sergeants major of the Finance and Comptroller Corps at the Pentagon recently. The symposium, held March 15 through 17, offered an opportunity for the leaders of OASA (FM&C) to meet with these senior noncommissioned officers, and discuss items such as the Army budget process, financial information systems, the Army audit and workforce development. It also allowed the sergeants major to share their perspectives with leadership.

From the nation’s founding to liberty’s battlefields and into the heavens, stars are featured prominently on both ‘Old Glory’ and on the uniforms of America’s senior military leaders who are pledged to defend the freedom and democracy of which that flag represents. Earning her first star, Paige M. Jennings, U.S. Army Financial Management Command commanding general, was promoted to the rank of brigadier general by Gen. Edward M. Daly, U.S. Army Materiel Command commanding general, during a ceremony at the Indiana Statehouse in Indianapolis Feb. 17.

Course speeds financial reporting, analytics drive readiness

Speed and accuracy, along with good old-fashioned money, are critical to building the readiness and lethality the Army needs to match pace with near-peer adversaries, but nothing can be as much of a consuming time-suck as building charts and slide decks – just ask any staff NCO or officer. Helping financial and resource managers leverage a modernized system to provide critical financial data to commanders while dramatically cutting their time to build financial reports, the U.S. Army Financial Management Command now offers an in-residence, 3-day class on SAP BI Business Objects 4.3.

The Office of the Assistant Secretary of the Army for Financial Management and Comptroller and the U.S. Army Financial Management Command released a special holiday video for the Army’s Finance Corps virtually Dec. 19, 2022.

266th FISC plays strong defense with counter threat finance

The 21st Theater Sustainment Command transports troops, equipment and supplies throughout the European Theater, demonstrating U.S. flexibility, agility and ability. When it comes to in-transit visibility of cold, hard cash, 266th Finance Support Center adds ingenuity to that list. While deployed to Camp Arifjan, Kuwait from June 2021 to February 2022, Maj. Jonathan Evans and Sgt. First Class Willie Cole were part of a Counter Threat Finance Fusion Cell charged with operationalizing the CTF concept.

All treats, no tricks: Halloween parade returns to Bean Center

‘Spooky’ is a word that could be used to describe the eerily quiet and vacant corridors of the Maj. Gen. Emmett J. Bean Center in Indianapolis immediately following the COVID-19 pandemic, but a group of little goblins recently brought back a ton of life to the once-barren halls. Returning for the first time since 2018, more than 60 students from a nearby childcare center once again poured through the doors of the Bean Center to revive their annual Halloween parade tradition Oct. 31.

Auditor turned remediator, earns top AMC award

From athletes to coaches, actors to directors and business executives to politicians, history is replete with professionals trying to make the jump from one career to a seemingly similar one, with far fewer finding success. Among those few is Richard Baughman, U.S. Army Financial Management Command Audit Response Center lead accountant, who made the jump from auditor to audit remediator, and whose success earned him the 2021 Louis Dellamonica Award for Outstanding U.S. Army Materiel Command Personnel of the Year.

Finance NCO lives out Hispanic, Army heritage

The definition of 'heritage' is two-fold: One aspect refers to something that is passed down as a birthright, and the other refers to upholding a legacy. One is inherited, and the other is a choice. Fittingly, Sgt. 1st Class Robert T. Muniz, Assistant Secretary of the Army for Finance and Comptroller Strategic Operations Integration Cell strategic advisor, said he is able to live out both aspects of his heritage through his Army service.

Army recognizes financial institutions building Soldier readiness

To recognize and strengthen the critical partnership between the Army and civilian financial institutions serving Soldiers and their families, the U.S. Army Financial Management Command presented the Army Distinguished Bank and Credit Union Service Awards during the Association of Military Banks of America and Defense Credit Union Council annual meetings in San Antonio and Washington D.C. last month.

Diamond Saber sharpens Army financial, sustainment readiness

America's "First Team" Reactivates the 15th Finance Battalion

The activation of the 15th Finance Battalion, which recently received orders to re-activate, brings unique capabilities to the Division and Fort Hood through planning, integration and synchronization of finance operations. Crum awarded Towson Medallion

Col. Ralph M. "Mac" Crum, U.S. Army Financial Management Command chief of staff, was awarded the Maj. Gen. Nathan Towson Medallion at the Maj. Gen. Emmett J. Bean Federal Center in Indianapolis recently. The Towson Medallion is named after Maj. Gen. Nathan Towson, who served as Paymaster General of the Army from 1819 to 1854 and shaped a Finance Corps that met the Army’s needs until the 20th century.

Army to switch all active duty Soldiers to semimonthly pay Oct. 1

In an effort to prepare Soldiers to move to its new Integrated Pay and Personnel System – Army, the U.S. Army is mandating all Soldiers on long-term active duty orders be paid on a semimonthly schedule, starting Oct 1. The vast majority of the Army’s Soldiers on active duty orders of more than 30 days, either in the active or reserve components, get paid semimonthly on the first and fifteenth of each month.

New banking short course readies Army for next major conflict

It’s been said that armies prepare to fight their last war instead of their next, but the U.S. Army Financial Management Command is aimed at making that nothing but just an old adage when it comes to funding the fight of the future. In that effort, USAFMCOM launched a new banking short course, which will be conducted via a hybrid model July 5-Nov. 18.

Realistic movie cash adds training benefits, ‘pucker factor’

Any more realistic, and the U.S. Secret Service might come knocking. The U.S. Army Financial Management Command’s Operational Support Team recently acquired more than $1 million in new training money, which it will use to train and evaluate Army finance and comptroller units around the globe.

For many, the look of pure joy and anticipation on the faces of children during the holidays makes the season a bit brighter, and that was true for the U.S. Army Financial Management Command’s senior leaders. Army releases FY 2021 audit results

The Army announced completion of its Fiscal Year 2021 audits Nov.18, which resulted in disclaimers of opinion. Auditors issue a disclaimer of opinion when the data or documentation provided is insufficient. As required by law, the Army conducted its fourth annual audit of the financial statements for its general fund and working capital fund. The Army continues to make tangible audit progress, demonstrating improved accountability of property, and Soldier and Civilian pay and benefits.

Preparation, collaboration key to successful year-end close

When most people hear the term ‘New Year,’ they may think about resolutions and winter vacation. For the finance and comptroller community, ‘New Year’ is synonymous with year-end close – a process the Army completes every year to finalize financial obligations by midnight on Sept. 30. YEC encompasses all Army components and echelons from Army commands to Headquarters, Department of the Army offices and the U.S. Army Financial Management Command, in coordination with the Defense Finance and Accounting Service and other federal entities.

USAFMCOM ‘treats’ local students

Amongst a sea of costumed Spider-Men, Elsas and Belles, a couple of camouflaged figures ironically stood out – at least to a group of very excited children. Col. Paige M. Jennings, U.S. Army Financial Management Command commander, and Command Sgt. Maj. Kenneth F. Law, USAFMCOM senior enlisted advisor, donned the Army’s Operational Camouflage Pattern and were joined by the less-conspicuously attired Barry W. Hoffman, USAFMCOM deputy to the commander, as the three handed out festive treats to students at a local childcare center with festive treats in a safe manner Oct. 29.

Financial management technicians certify for deployment support

Anniversary is a reminder of expeditionary civilian sacrifices

Five years ago today, America lost a son, brother, uncle, friend and patriot, but not one who ever wore a military uniform or fired a round downrange. Michael G. Sauro, a former Defense Ammunition Center civilian employee and hazardous material instructor was killed by enemy fire at a military ammunition supply point near Kabul, Afghanistan, on Oct. 19, 2016, a month after his deployment in support of Operation Freedom’s Sentinel and one day after his 40th birthday.

Savage attacks key material weakness, earns top AMC award

This Sept. 11 commemorates 20 years since the terrorist attacks on New York City and Washington, D.C. To commemorate the lives lost on that fateful day, the U.S. Army Financial Management Command put together a special video, which was released a 9:59 a.m. ET, the time the South Tower of the World Trade Center collapsed.

Army’s only all-component finance exercise kicks off

Diamonds are refined and hardened by pressure, just as those who proudly wear the diamond emblem of the Army’s Finance Corps on their uniforms. Seeking to refine and prepare those finance and comptroller Soldiers through a series of real-world pressures and scenarios, the evaluation phase of the Army’s Diamond Saber exercise kicked off at Fort McCoy, Wisconsin, Aug. 14.

Practice the way you play. Train the way you fight. Mock the way you close. More than 125 Department of Defense personnel, led by the U.S. Army Financial Management Command’s Army Financial Services directorate, came together from around the country over the last two weeks to take part in the Army’s mock fiscal yearend closeout July 12-23.

Jennings assumes command of USAFMCOM

Since the days of ancient Rome, armies have rallied under flags, which serve as symbols of unit cohesion and are used to show the peaceful transfer of command from one leader to the next. “Mr. E-Commerce, Daddy Warbucks” recognized for career, service

“Mr. E-Commerce,” “Daddy Warbucks,” and “Mr. Reid,” are just some of the names given to a fixture in the Army Finance and Comptroller community, and that stalwart fixture recently added a new name to his collection: retired. USAFMCOM, others send care packages to deployed Soldiers

More than 30 volunteers, including 15 from the U.S. Army Financial Management Command, came in on their day off to package 100 care packages for deployed Soldiers of the Army Reserve’s 310th Expeditionary Sustainment Command at the Maj. Gen. Emmett J. Bean Federal Center in Indianapolis March 6.

Cash is king: Units must incorporate cash operations, training

Commentary: Electronic payments are not a birthright. Nation-state peer competition has re-emerged and made this fact more evident. The Army must consider using physical currencies during combat training center rotations, modifying the classes of supply to account for physical currencies, establishing a warranting and certification program, and establishing an operational currency with the U.S. Department of the Treasury.

Taking their first shot at the virus, several U.S. Army Financial Management Command Soldiers and civilian employees received round one of COVID-19 vaccines at the Indiana National Guard’s Johnson County Armory in Franklin, Indiana, Feb. 5 and Feb. 10.

IPPS-A to support active-duty, Reserve personnel by December

In anticipation of an Army-wide release of the Integrated Personnel and Pay System-Army, program officials requested Friday that all active-duty and Reserve Soldiers verify their military and pay records before the service goes live in December.

USAFMCOM delivers treats, no tricks to local Indy kids

Camouflage, candy and face coverings are nothing new to the American celebration of Halloween, but in 2020 things look a bit different. Wanting to make the best of the current pandemic environment, Soldiers and civilian employees of the U.S. Army Financial Management Command came together to provide a local childcare center with festive treats in a safe manner Oct. 26.

Army standardizes business processes, strengthens modernization

Whether renovating a 100 year old house or working to modernize a 245 year old organization, sometimes it takes digging down to a solid foundation to build bigger, better and stronger. Such a foundation was laid for the first time as the U.S. Army Financial Management Command just completed a three-year mission of documenting and standardizing all of the Army’s business processes impacting financial statements, and the results have already paid dividends.

Military pay mission transfers back to Army

The U.S. Army is working to modernize its military pay systems to provide for a more ready and lethal force that is focused on mission accomplishment and not just on paycheck issues. In preparation for that future, the U.S. Army Financial Management Command assumed the Army’s military pay mission from the Defense Finance and Accounting Service on Oct. 1.

In order to provide relief during the COVID-19 pandemic, a Presidential Memorandum was issued Aug. 8, 2020, followed by Internal Revenue Service guidance issued Aug. 28, 2020, to temporarily defer the withholding of Social Security taxes for certain individuals beginning Sept. 1 through Dec. 31, 2020.

Army leaders share stories of the 9/11 attack at the Pentagon

It’s been 19 years since Sept. 11, 2001, when four hijacked passenger jets were turned into makeshift missiles above American soil. But the tragic day is still fresh in the minds of some of the Army’s top leaders who survived the attack at the Pentagon. Positioned across the Potomac River from the nation’s capital, the Pentagon is the nerve center for all things national defense. It’s also one of the world’s largest office buildings, made up of roughly 23,000 military and civilian employees, including the secretary of defense and chairman of the Joint Chiefs of Staff.

Virtual FC deployment conference brings unexpected benefits

Preparing for deployment is tough enough, but during a pandemic the challenges grow exponentially, especially when it comes to the coordination between incoming and outgoing units. To address those challenges and continue a practice that has increased deploying unit success for nearly 16 years, the U.S. Army Financial Management Command held a Theater Orientation Conference in an all virtual environment for the deploying 175th Financial Management Support Center and the redeploying 469th FMSC recently.

SGM Houston 'out' after 28 years of Army service

The General Fund Enterprise Business System, or GFEBS, is the system of record that manages appropriated funds for the Army. More than $190 billion a year is committed and obligated through GFEBS to train and ready Soldiers to fight foreign and domestic enemies, modernize the Army’s technologies and capabilities, as well as reform the Army culture through cost management and the efficient use of Army funds. The system is used by more than 35,000 users and standardizes business processes and transactions across the active Army, the Army National Guard and Army Reserve at more than 200 locations in 71 countries. Cloud migration modernizes Army’s financial enterprise

The Army’s latest cloud migration launched this month, as the force’s financial enterprise system moved over 30 terabytes of data from outdated storage centers to a modern cloud environment seven months ahead of schedule, said the program’s top officer.

DOD increases money for do-it-yourself moves

Soldiers now have an added incentive to choose the personally-procured move, or PPM option, when moving to their next duty stations this summer. From May 26 through Dec. 31, Soldiers using the PPM program can receive a payment equal to 100 percent of the estimated cost the government would pay to move their items.

Bennett takes command of realigned USAFMCOM

Brig. Gen. Mark S. Bennett took command of the U.S. Army Financial Management Command during a special ceremony at the Indiana War Memorial Oct. 25. Under Bennett’s direction, the command will serve as the lead for financial operations for the Army across the globe, provide functional management of Army accounting systems and serve as the primary unit working to standardize Army business management processes, which leads to greater auditability.

New EagleCash consolidates DoD’s stored-value cards

In a quest to bring the Department of Defense’s three separate stored-value cards into one, representatives from the Army, Navy, Air Force and Marine Corps journeyed to the Federal Reserve Bank of Boston to plan their way forward with the U.S. Treasury’s Bureau of the Fiscal Service earlier this month. During their most recent meeting, the stakeholders laid out a plan for deployment, including releasing the cards to initial training sites later this calendar year and issuing them to deployers in first part of 2020. Software and hardware capable of handling both the current cards and the new EagleCash will be deployed around the globe this fall.

New chief of staff: Taking care of people key to winning the fight

Gen. James McConville smiled as he reminisced of when he was chosen to lead the 101st Airborne Division (Air Assault), before he became its longest-serving commander. It was the same week in 2011 he commissioned his eldest son into the Army after he graduated as an ROTC cadet from Boston College.

Diamond Saber: Army Reserve kicks off Army’s largest FM exercise

The Army Reserve Command kicked off the training portion of Diamond Saber 2019, the Army’s largest and primary financial management exercise, here today. Diamond Saber is designed to provide realistic technical training to regular Army, Army Reserve and Army National Guard FM units through interactive scenarios and transactions based upon current policy in a collective environment, said Maj. David Park, Diamond Saber 2019 exercise planner.

Army senior leaders announced the implementation of the Expert Soldier Badge, June 14. Similar to the Expert Infantryman Badge and the Expert Field Medical Badge, the ESB will allow commanders the opportunity to recognize Soldiers outside the Infantry, Special Forces and medical communities who have met a high standard of performance in physical fitness and warfighting tasks.

Army announces Expert Soldier Badge

In conjunction with the U.S. Army’s 244th Birthday, the Army announced a new proficiency badge today, called the Expert Soldier Badge. The ESB is designed to improve lethality, recognize excellence in Solder combat skills and increase individual, unit and overall Army readiness. The ESB is the equivalent of the Expert Infantry Badge and Expert Field Medical Badge but for all other military occupational specialties in the Army. Commanders will soon be able to use the badge to recognize Soldiers who attain excellence in physical fitness and marksmanship and a high standard of expertise in land navigation and performing warfighting tasks.

For most of the Army, June is a very special month, but it’s twice as special for Army financial management Soldiers, including twice the cake. The U.S. Army Financial Management Command held a ceremony celebrating both the Army’s 244th birthday and the Army Finance Corps’ 244th birthday at the Emmett J. Bean Federal Center here June 14.

CSM Michael Grinston selected as 16th Sergeant Major of the Army

Secretary of the Army Dr. Mark T. Esper and Army Chief of Staff Gen. Mark A. Milley, announced today Command Sgt. Maj. Michael A. Grinston will assume responsibilities as the 16th sergeant major of the Army.

Statement by Chairman of the Joint Chiefs of Staff on the 75th Anniversary of D-Day

On the 75th anniversary of the Normandy Landings, we express our utmost gratitude to our Nation’s World War II veterans. Their unwavering dedication and devotion to our country and our way of life cannot be overstated.

Lt. Col. Ralph “Mac” Crum, U.S. Army Financial Management Command finance accounting oversight and field operations chief, and Lt. Col. Andre Brown, USAFMCOM assistant chief of staff for operations, learned they were selected for promotion to the rank of colonel at the Maj. Gen. Emmet J. Bean Federal Center in Indianapolis May 21, 2019. In total, the Army considered 2,985 lieutenant colonels for promotion with only 14.2 percent selected.

Saving lives, money: FMCOM trains deploying Soldiers, Marines on e-commerce

Keeping cash out of enemy hands while protecting U.S. service members downrange may seem a world away from historic Boston, but it all starts within the walls of the Federal Reserve Bank here. Soldiers and civilians of the U.S. Army Financial Management Command combined forces with U.S. Department of the Treasury and Federal Reserve employees to prepare deploying Army Soldiers and civilians, along with U.S. Marines, on a host of electronic commerce technologies including EagleCash, International Treasury Services, and the Over-the-Counter Channel at the Federal Reserve Bank of Boston May 6-10.

Soldiers, Civilians Benefit from U.S. Army Financial Management Command's E-Commerce Training
