Harris retires after more than 22 years

Sgt. Maj. Julie D. Harris, U.S. Army Financial Management Command Operations senior enlisted advisor, retired from the Army after more than 22 years of service during a ceremony at the Maj. Gen. Emmett J. Bean Federal Center in Indianapolis Nov. 25.

Brig. Gen. Paige M. Jennings, Office of Joint Chiefs of Staff Manpower and Personnel director, presided over the ceremony.

In her final role with USAFMCOM, Harris provided guidance and counsel for USAFMCOM’s operational and planning support to internal agencies, liaison with higher headquarters, and coordination of training and doctrine support.

Harris is a native of Lancaster, California, and enlisted in the U.S. Army’s active component as a financial management specialist in July 2002. She attended Basic Combat Training at Fort Leonard Wood, Missouri, and Advanced Individual Training at Fort Jackson, South Carolina.

She served in every leadership position from team leader to sergeant major. She also served as pay clerk, battalion budget noncommissioned officer, comptroller NCOIC, senior disbursing analyst, senior financial analyst, chief of travel, Defense Comptrollership Program student, budget advisor, financial management inspector, 36B AIT course director, first sergeant, financial management advisor, and USAFMCOM G3/5/7/2 senior enlisted advisor. She also deployed in support of Operations Iraqi Freedom, Enduring Freedom, Juniper Shield and Special Operations Command Forward - North and West Africa.

Harris’ military education includes Airborne School; Basic Leader Course; Advanced Leader Course; Planning, Programming, Budgeting and Execution; Senior Leader Course; Deployed Operations Resource Management Course; Special Operations Resource Management Course; Intermediate Cost Analysis and Management Course; Army Basic Instructor Course; Evaluating Instructors Course; Company Commander and First Sergeant Course; and Sergeants Major Academy Class 71. A graduate of Ben Lomond High School, she earned an associate’s degree from the University of Phoenix, a Bachelor of Science degree from Franklin University, and a master’s in business administration and an executive master’s in public administration from Syracuse University.

Harris’ military awards and decorations include a Legion of Merrit, a Defense Meritorious Service Medal, five Meritorious Service Medals, Joint Service Commendation Medal, four Army Commendation Medals, four Army Achievement Medals, Afghanistan Campaign Medal, Iraqi Campaign Medal, Global War on Terrorism Expeditionary Medal, Combat Action Badge, Parachutist Badge, Chilean Parachutist Badge, Royal Australian Parachutist Badge, and a Maj. Gen. Nathan Towson Regimental Medallion.
