USAFMCOM


Headquartered in Indianapolis, the U.S. Army Financial Management Command is a major subordinate command of the U.S. Army Materiel Command that delivers precision enterprise-wide financial operations to integrate, synchronize and sustain the battlefield through the Joint Strategic Support Area.

USAFMCOM also directly supports the Office of the Assistant Secretary of the Army for Financial Management and Comptroller in their role as the principal advisor on all matters related to financial management and comptrollership.

In its roles, the command serves as a premier team of financial management professionals capable of supporting the Joint Force through accountability, stewardship and compliance.

USAFMCOM is responsible for Army finance and comptroller functional support in the areas of systems, audit and compliance, financial operations, and Enterprise Resource Planning business standardization. The command also provides Army-wide, unique actions such as operational oversight of field FC activities, FC unit technical training, electronic commerce, and classified finance and accounting oversight. In doing so, the command also provides FC expertise and coordination on the adequacy of finance policies, as well as systems and reporting requirements to units at all levels throughout the Army, and to the Defense Finance and Accounting Service.

The command is comprised of six directorates: Army Financial Services, 45th Finance Center, System Support Operations, Military Pay Operations, Army Accounting and Audit Operations, and Process Management and Compliance.

  • AFS provides enterprise-wide financial operations and support through the oversight of expeditionary and garrison financial operations, coordination with national service providers, fielding and sustainment of electronic commerce capabilities, technical training and evaluation of financial management units in all three components, oversight and support to classified and overseas finance operations, management of Army banking programs and theater opening and setting of theater finance operations.​
  • The 45th FC delivers predictive and precise theater setting and opening financial management capability to an expeditionary global force from the battlefield to the JSSA and across the spectrum of conflict in support of the Joint Force.
  • SSO provides comprehensive functional lead support, to include integrated governance, audit and user support, for the Army’s multi-functional enterprise resource planning systems, and data analytics and reporting solutions, to facilitate decision making and enable efficient and effective resource management across the enterprise.
  • MPO performs installation-level military pay operations in support of Soldiers and commands across the Army.
  • A3O conducts enterprise-wide financial accounting and audit operations and support to synchronize and sustain the integrity of Army’s financial statements at all levels: from individual transactions in the field through summary level reporting and oversight.
  • PMC improves and optimizes Army processes that pertain to financial management policies, systems, and reporting requirements; provide end-to-end field implementation support and achieve increased compliance through internal control testing.
