Command Sgt. Maj. Joy L. Allen assumed responsibility as the U.S. Army Financial Management Command senior enlisted advisor on March 1, 2023. Allen has held every enlisted leadership position in finance and comptrollership, ranging from accounting specialist to command sergeant major.
As senior enlisted advisor, Allen provides USAFMCOM’s commanding general advice and counsel on matters affecting the enlisted force as the command conducts enterprise-wide financial operations to support the integration and synchronization of sustainment operations from the battlefield to the Strategic Support Area. USAFMCOM also directly supports the Office of the Assistant Secretary of the Army for Financial Management and Comptroller in its role as the principal advisor on all matters related to financial management and comptrollership.
Allen is a native of Bronx, New York, and enlisted in the Army in June 1999. She attended Basic Training and Advanced Individual Training as an accounting specialist at Fort Jackson, South Carolina. Allen’s deployments include Operations Iraqi Freedom, Enduring Freedom, Freedom Sentinel, Spartan Shield and Inherent Resolve.
Her previous assignments include Army Futures Command Resource Management Directorate senior enlisted advisor, Austin, Texas; Army North Headquarters and Headquarters Battalion senior enlisted advisor, Fort Sam Houston, Texas; 18th Financial Management Support Center senior enlisted advisor, Fort Knox, Kentucky; 33rd Financial Management Support Unit senior enlisted financial management advisor, Fort Drum, New York; 82nd Sustainment Brigade Operations noncommissioned officer in charge, Fort Bragg, North Carolina; 82nd FMSU first sergeant, Fort Bragg; 82nd FMSU financial management inspector; 125th Financial Management Company detachment sergeant, Schofield Barracks, Hawaii; 125th FMC disbursing manager; 3rd Battalion, 13th Infantry Regiment senior drill sergeant, Fort Jackson; 9th Finance Battalion training NCOIC, Fort Lewis, Washington; 9th FIBN squad leader; 3rd Soldier Support Battalion in- and out-processing section NCOIC, Fort Stewart, Georgia; and 267th FIBN processing clerk, Fort Wainwright, Alaska.
Allen’s military education includes all levels of the Noncommissioned Officer Professional Development System. She is a graduate of Drill Sergeant School, and Air Assault School. She holds a Bachelor of Science in business administration from Troy University, Alabama, and a Master of Business Administration in government contracting and acquisitions from American Military University. Her awards and decorations include six Meritorious Service Medals, Joint Service Commendation Medal, 11 Army Commendation Medals, nine Army Achievement Medals, seven Good Conduct Medals, Global War on Terrorism Expeditionary Medal, GWOT Service Medal, Afghanistan Campaign Medal with bronze campaign star, Iraqi Campaign Medal with two bronze campaign stars, NATO Medal, and NCO Professional Development Ribbon with the numeral six. She earned the Drill Sergeant Identification Badge and Air Assault Badge.
