Command Sgt. Maj. Ronald B. Oyardo assumed responsibility as the U.S. Army Financial Management Command senior enlisted advisor on Sept. 3, 2026. As senior enlisted advisor, Oyardo provides the USAFMCOM commander advice and counsel on matters affecting the enlisted force as the command delivers precision enterprise-wide financial operations to integrate, synchronize and sustain the battlefield through the Joint Strategic Support Area. The command also directly supports the Office of the Assistant Secretary of the Army for Financial Management and Comptroller in its role as the principal advisor on all matters related to financial management and comptrollership.
Prior to USAFMCOM, Oyardo served as the U.S. Army Pacific Resource Management (G-8) senior enlisted advisor.
Oyardo, a native of Guam, enlisted in the Army in July 2000 and attended Basic Combat Training and Advanced Individual Training to become a financial management technician at Fort Jackson, South Carolina. His deployments include Kosovo, Iraq and Kuwait in support of Operations Iraqi Freedom, Inherent Resolve and Spartan Shield.
His previous assignments include 8th Finance Battalion military pay specialist, Baumholder, Germany; 9th FIBN cashier, section leader and squad leader, Fort Lewis, Washington; U.S. Army Fresno Recruiting Battalion detail recruiter and assistant station commander, San Francisco, California; 125th Financial Management Company internal control manager, disbursing manager, detachment sergeant and financial management inspector, Schofield Barracks, Hawaii; 9th Financial Management Support Unit internal control manager, disbursing manager, detachment sergeant and financial management inspector, Fort Lewis, Washington; 15th FMSU financial management inspector, first sergeant and operations sergeant, Fort Hood, Texas; 175th Finance Support Center senior enlisted advisor, Fort Shafter, Hawaii; 15th Finance Battalion senior enlisted advisor, Fort Hood, Texas; and USARPAC Resource Management (G-8) senior enlisted advisor, Fort Shafter, Hawaii.
His military education includes the Pre-Command/Command Sergeants Major Course; Sergeants Major Course, Class 70; Nominative Leader Course; Senior Leader Course; Advanced Leader Course; Basic Leader Course; Army Recruiting Course; Battle Staff Noncommissioned Officer Course; First Sergeants Course; and Air Assault School.
He holds a Bachelor of Arts in leadership and workforce development from the U.S. Army Command and General Staff College, Fort Leavenworth, Kansas. His military awards and decorations include two Legions of Merit, Purple Heart, six Meritorious Service Medals, four Army Commendation Medals, eight Army Achievement Medals, Army Superior Unit Award, seven Army Good Conduct Medals, National Defense Service Medal, Kosovo Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, six NCO Professional Development Ribbons, Army Service Ribbon, six Overseas Service Ribbons, NATO Medal, Combat Action Badge, Gold Recruiting Badge with three sapphires, Air Assault Badge, Driver’s Badge (Wheeled) and silver Schützenschnur. Oyardo is also the recipient of the Maj. Gen. Nathan Towson Medallion and Army Recruiting Ring.
