Deputy to the Commanding General

Ryan A. Busby

Ryan A. Busby serves at the U.S. Army Financial Management Command deputy to the commanding general.

In this role, Busby serves as the principal advisor to the USAFMCOM commanding general, ensuring the two-star command delivers precision, enterprise-wide financial operations to integrate, synchronize and sustain the battlefield through the Joint Strategic Area. He also advises the commander in USAFMCOM’s direct support of the Office of the Assistant Secretary of the Army for Financial Management and Comptroller in their role as the principal advisor on all matters related to financial management and comptrollership.  

Busby began his Department of Defense civil service career in January 2006 when he joined the Defense Finance and Accounting Service as an accountant.

He most recently served as the DFAS Indianapolis Accounting Operations director, where he oversaw a diverse organization of approximately 1,200 personnel and an operational budget of more than $110 million that delivered a wide range of accounting, reporting and program management services to the Army, Air Force, Navy and more than 40 Defense Agencies across eight general ledger systems.

Prior to that, Busby served as the DFAS Departmental Reporting director, overseeing approximately 200 personnel supporting the Army, Security Assistance Accounting and more than 50 Defense Agencies with their budget execution, financial statements and Treasury reporting. During this tenure, he improved business processes to increase accuracy in financial statement deliverables and moved the DoD toward a more auditable operating environment. 

Throughout his time at DFAS, Busby also held several leadership positions in the agency’s Civilian Pay, Debt and Claims Management, and Disbursing Operations.

Busby holds a Master and Bachelor of Science in accountancy from Ball State University, Indiana. Additionally, he is a Certified Public Accountant, is a Six Sigma Greenbelt, and holds a Level-3 DoD Financial Management Certification.
